Pokemon 2000 Meiji Chocolate Gold Series Elekid promo card. It came inside a box of Japanese Meiji chocolate back in 2000. Only sold in Japan for a short period of time. Chocolate and box not included (only the card). The card is a very shiny reflective gold color. Much better than the picture. See "Additional Pictures" for a better picture of the front and back of the card. It was not for sale in any theme decks, sets, or booster packs.
